Whole Wheat Bread Baking

Would this be considered whole wheat bread or not?

This is the recipe-
3 cups all purpose flour
1 cup Whole wheat flour
1/2 cup of oatmeal
1 1/4 cup of milk
2 eggs

The bread is steamed NOT baked.
would this be whole wheat bread? If not, how can i make it whole wheat?

you can only make it whole wheat by using all wheat flour, sadly. However, usually homeade bread does not taste good whole wheat, unless it is made with honey and molasses
